USDA Implements New SNAP Work Requirements Including for Rockland County Residents

The U.S. Department of Agriculture (USDA) has announced new federal guidelines affecting Supplemental Nutrition Assistance Program (SNAP) recipients classified as Able-Bodied Adults Without Dependents (ABAWDs). The updated work requirements, taking effect on November 3, 2025, aim to encourage employment and self-sufficiency while continuing to provide access to essential nutrition benefits.

An ABAWD is defined as an individual between the ages of 18 and 64 who does not live with a child under the age of 14 and does not qualify for an exemption. Individuals may be exempt if they are under 18 or age 65 and older, pregnant, living with and caring for an incapacitated person, physically or mentally unable to work, receiving disability benefits, or meeting work requirements under the Temporary Assistance for Needy Families (TANF) program.

To continue receiving SNAP benefits, ABAWDs must meet one of several federal work activity requirements. These include working (paid or unpaid) for at least 20 hours per week (80 hours per month) or earning at least $217.50 per week, participating in a job training or employment program for 20 hours per week, or engaging in community service or volunteer work.

The USDA issues these requirements, which are administered in New York by the Office of Temporary and Disability Assistance (OTDA). Failure to comply with the new rules may result in a loss of benefits.
