UPDATE: Suspect Identified and Charged Following Armed Standoff in Rockland County

The Haverstraw Police Department has announced that the suspect involved in Saturday night’s multi-agency pursuit and armed standoff, As first reported on Monsey Scoop, has been identified as 41-year-old Marcos Seda of West Haverstraw, NY.

Following an in-depth investigation, Seda has been formally charged with a series of felonies and misdemeanors stemming from the overnight incident. The charges include:

  • Unlawful Imprisonment in the First Degree – PL 135.10 (Class E Felony)

  • Assault in the Third Degree – PL 120.00 (Class A Misdemeanor)

  • Menacing in the Second Degree – PL 120.14 (Class A Misdemeanor)

  • Assault in the Second Degree – PL 120.05 (Class D Felony)

  • Reckless Endangerment in the First Degree – PL 120.25 (Class D Felony)

  • Criminal Possession of a Weapon in the Third Degree (due to a previous conviction) – PL 265.02 Sub 01 (Class D Felony)

  • Unlawful Fleeing a Police Officer in a Motor Vehicle in the Third Degree – PL 270.25 (Class A Misdemeanor)

Seda was arraigned in the Village of West Haverstraw Justice Court, where a judge set bail at $100,000 cash or $200,000 bond. He is currently being held at the Rockland County Correctional Facility.

As a reminder, all charges are accusations, and the defendant is presumed innocent until proven guilty in a court of law.

As previously reported by Monsey Scoop, the ordeal began at approximately 11:00 PM Saturday night when Haverstraw Police responded to a domestic incident involving a firearm. Before officers arrived, the suspect fled in a vehicle while armed.

Haverstraw officers attempted a traffic stop on Route 9W in the Village of Haverstraw, but the suspect led them on a high-speed chase through multiple jurisdictions. During the pursuit, Seda’s vehicle struck several police cruisers, injuring one officer who was treated and released from Nyack Hospital.

The chase came to a halt in Clarkstown near Zucker Road and Old Route 304, where the suspect barricaded himself in the vehicle with the firearm. After a prolonged standoff, Seda surrendered peacefully thanks to the combined efforts of Haverstraw Police, Clarkstown Police, the Rockland County Sheriff’s Office, Rockland REACT, NYSP, and other supporting agencies.

The Haverstraw Police Department has released official details following a tense, multi-agency pursuit and armed standoff that began late Saturday night and ended peacefully in Clarkstown early Sunday morning, as reported here on Monsey Scoop.

At approximately 11:00 PM on Saturday, Haverstraw Police responded to a report of a domestic incident involving a firearm. Before officers arrived at the scene, the suspect fled the residence in a vehicle while armed.

Officers located the suspect’s vehicle traveling on Route 9W in the Village of Haverstraw and attempted a traffic stop. The driver refused to comply and led police on a high-speed chase spanning several jurisdictions throughout Rockland County.

During the pursuit, the suspect struck multiple police vehicles, injuring one Haverstraw officer. The officer was treated and released from Nyack Hospital.

The chase concluded in Clarkstown, near Zucker Road and Old Route 304, where the suspect barricaded himself in the vehicle with the firearm in hand, refusing to exit. A multi-hour standoff ensued as law enforcement negotiated for a peaceful surrender.

Thanks to the coordinated efforts of multiple responding agencies—including the New York State Police, Rockland County Sheriff’s Office, Clarkstown Police, Rockland County Intelligence Center, Rockland County REACT (SWAT), Clarkstown Police CERT, and the Rockland County Bureau of Criminal Investigation—the suspect eventually surrendered without further incident and handed over the firearm.

The Haverstraw Police Department praised the professionalism, discipline, and restraint shown by all involved, stating the situation could have ended tragically but was resolved safely due to the tactical expertise on scene.
