The Spring Valley Police Department has released additional details regarding the February 8, 2026 investigation into a reported missing 12-year-old girl that prompted a joint response with federal authorities.
According to police, the girl’s parents reported that she had been missing since the early morning hours and that they received a phone call from a foreign number claiming the caller had their daughter and demanding $1,000, threatening the family would never see her again.
Officers and detectives immediately launched an intensive investigation. Due to the seriousness of the alleged kidnapping and ransom demand, Spring Valley Police requested assistance from the FBI NY–Westchester Safe Streets Task Force.
Through coordinated efforts between local and federal law enforcement, the missing juvenile was located at an address in Spring Valley. Investigators also discovered three additional missing juveniles at the same location, all from other Rockland County jurisdictions. Authorities said none of the juveniles appeared to have been harmed or held against their will.
As the investigation continued, detectives determined that during the early morning hours of February 8, the four juveniles had attended a party at the Quality Inn Spring Valley. Police allege the party was hosted by 22-year-old New Jersey resident Mynor Ramirez-Martinez, who allegedly provided alcohol to the four juveniles, each of whom is under the legal drinking age.
On February 17, 2026, an arrest warrant was issued for Ramirez-Martinez on four counts of Endangering the Welfare of a Child, a Class A misdemeanor. He was arrested on February 19, 2026, and released on a desk appearance ticket.
The investigation into the reported ransom demand remains ongoing.
Chief Richard Oleszczuk thanked federal partners for their swift assistance and emphasized that the most important outcome was the safe recovery of all juveniles involved.
A criminal complaint is merely an accusation. The defendant is presumed innocent until proven guilty.
