Ramapo Police have announced an arrest following the discovery of a deceased individual in South Spring Valley on April 18, 2026, at approximately 7:15 a.m. Officers responding to a call at 18 Park Avenue located the body of a 30-year-old male beneath a parked pickup truck; investigators later determined that the parked vehicle was not involved.
The victim has been identified as Carlos Fabian Ayala Ninazunta, a 30-year-old resident of Spring Valley, NY. His family has been notified.
A joint investigation by the Ramapo Police Investigations Unit and Crash Investigation Unit, which included surveillance review, interviews, and evidence collection, led to the identification of a suspect vehicle. That same day, officers located the vehicle in Chestnut Ridge and arrested Manuel Milton Yantalema Parco, 36, of Spring Valley.
Parco has been charged with Leaving the Scene of an Accident Resulting in Death (D Felony), Concealment of a Human Corpse (E Felony), and Tampering with Physical Evidence (E Felony). He was arraigned in Ramapo Justice Court and remanded to the Rockland County Jail on $500,000 cash bail, $1,000,000 bond, or $2,500,000 partially secured bond pending further court proceedings.
Authorities say the incident occurred during the early morning hours, when the victim was allegedly struck and dragged by a vehicle. The suspect then drove into the parking lot at 18 Park Avenue, where the victim was removed from beneath the vehicle and placed under a parked pickup truck.
Police emphasize that this appears to be an isolated incident, with no ongoing threat to the public.
