Spring Valley Police Arrest Man In Violent Domestic Incident; Multiple Felony Charges Filed

Spring Valley Police responded to a domestic violence investigation on December 9, 2025, at approximately 4:30 p.m., after learning that earlier that day, at around 11:30 a.m., a female victim was violently attacked inside her residence by her ex-boyfriend. Authorities determined that the incident involved a severe physical assault and unlawful conduct.

Following interviews with investigators, the victim returned to her residence. A short time later, police were alerted by a third party that the suspect was again outside the home. As officers responded, the suspect fled the area in a vehicle. The vehicle was subsequently located, stopped, and the suspect was taken into custody without further incident.

The suspect was identified as Andre Bernard, 50, of Ramapo. He was arrested and charged with multiple felony and misdemeanor offenses under New York State Penal Law, including Burglary in the First Degree, Unlawful Imprisonment, Menacing, and Criminal Obstruction of Breathing. Bernard was arraigned in Spring Valley Justice Court before Judge Sweet, who set bail at $10,000 cash, $25,000 bond, or $50,000 partially secured bond. He was remanded to the Rockland County Jail.

Police later determined that an additional incident involving the same victim occurred earlier in December. As a result, Judge Sweet issued an arrest warrant charging Bernard with additional felony offenses related to that prior incident. Due to Bernard already being incarcerated, the warrant was issued while he remained in custody.

Authorities emphasize that a criminal complaint is an accusation, and the defendant is presumed innocent unless and until proven guilty in a court of law.
