Rockland County District Attorney Thomas E. Walsh II announced that Marcos Seda, 41, of West Haverstraw, was arraigned in County Court on multiple charges, including kidnapping in the second degree, strangulation in the second degree, assault in the second degree, and several counts of criminal possession of a weapon.
Prosecutors allege that on July 19, 2025, Seda assaulted his friend inside a home on Matone Circle in West Haverstraw, striking her in the face, pointing a loaded shotgun at her, and attempting to strangle her before forcing her out of the residence.
Seda then allegedly led police on a high-speed chase through West Haverstraw and Clarkstown, during which he struck a marked Town of Haverstraw police vehicle, injuring an officer who suffered a concussion and bruising. The pursuit ended when Seda crashed his vehicle, barricaded himself inside, and threatened suicide with a shotgun. After nearly four hours of negotiations, police secured his surrender and placed him under arrest.
A subsequent search of Seda’s home uncovered a loaded pistol, two rifles, multiple high-capacity magazines, and a large supply of ammunition.
The case was investigated by the Town of Haverstraw Police Department, with assistance from Clarkstown Police, New York State Police, and the Rockland County Sheriff’s Office. If convicted, Seda faces between five and 25 years in state prison.
The case is being prosecuted by Senior Assistant District Attorney Brittany Richardson and Assistant District Attorney Daniella Harris.
