The Rockland County Health Department is offering free Lead Renovation, Repair, and Painting (RRP) training for contractors, homeowners, landlords, property managers, and tenants. This program is designed to certify participants as lead-safe contractors.
The training sessions, aimed at promoting safer practices and compliance with federal and state regulations, are open to anyone interested. Details about class dates, locations, and registration can be found on the attached flyer or through the Rockland County Health Department.
Why Lead-Safe Certification Matters
Homes and buildings constructed before 1978 often contain lead-based paint. Renovation, repair, or painting work in such locations can create hazardous lead dust, posing risks to residents, tenants, and workers. Federal law mandates that RRP projects disturbing paint in pre-1978 properties be handled by lead-safe certified contractors to prevent lead exposure.
New Lead Rental Registry Law
In 2023, New York State adopted the Lead Rental Registry (LRR) law, requiring owners of rental properties with two or more units built before 1980 in the 10977 ZIP code to register their properties. These properties must undergo a lead hazard inspection every three years.
Later this year, the Rockland County Health Department will begin inspecting these rental units to ensure compliance. Renovations and repairs in these units must be conducted by certified contractors. However, landlords and property management staff can become certified themselves by attending the free RRP training classes offered by the county.
