Police departments across Rockland County are participating in the 2025 “No Empty Chair” campaign, a statewide initiative launched by the New York State Governor’s Traffic Safety Committee to raise awareness about teen driving safety ahead of prom and graduation season.
Running from April 21 through April 25, the campaign aims to prevent tragic accidents that could leave an empty seat at graduation by targeting risky driving behaviors among teens. Each day of the week will spotlight a specific traffic safety violation:

Monday: Speeding in School Zones

Tuesday: Seatbelt and Child Restraint Compliance

Wednesday: Cell Phone Use and Texting While Driving

Thursday: Operation Safe Stop (targeting illegal passing of stopped school buses)

Friday: Underage Drinking and Impaired Driving
Participating departments include Clarkstown, Ramapo, Suffern, Haverstraw, Stony Point, Orangetown, Spring Valley, Piermont Police Department, and the Rockland County Sheriff’s Office. Officers will increase education and enforcement efforts throughout the week to promote safe driving habits and reduce avoidable tragedies.
The campaign serves as a sobering reminder of the importance of responsible driving during a time meant for celebration and joy. Local law enforcement is urging students, parents, and the broader community to work together to ensure every graduate gets to celebrate safely.
