Rockland County Executive Ed Day announced the appointment of Michelle Walker as the county’s new Human Rights Commissioner, following what county officials described as an extensive recruitment process. Her appointment was unanimously confirmed by the Rockland County Legislature.
Walker brings 25 years of experience in government, victim services, community coordination and trauma-informed program administration to the position, which oversees efforts to promote equal treatment and protect the rights of Rockland County residents.
“Michelle’s extensive experience across government and social services makes her an exceptional choice to lead the Human Rights Commission,” Day said. “She has spent her career building systems that protect people and ensure accountability, and we are confident she will bring strong leadership, empathy, and professionalism to this vital role.”
Walker most recently served as a Program Administrator for Westchester County Government, where she managed daily program operations, worked to ensure compliance with state and federal regulations and coordinated collaboration among multiple agencies.
She previously served as Director of the Family Justice Center, overseeing grant-funded programs and coordinating legal, housing and social services for vulnerable residents. Walker also spent 17 years as Assistant/Site Director of Victims Assistance Services at WestCOP, Inc., overseeing trauma-informed programs serving survivors of domestic violence, sexual assault and other crimes.
The Human Rights Commissioner position carries an annual salary of $126,310.
County Legislator Dr. Dana G. Stilley, who serves as liaison to the Human Rights Commission, and Legislator Paul Cleary spoke with Walker ahead of the Legislature’s unanimous confirmation vote.
“Protecting human rights requires more than good intentions — it requires leadership, vigilance and a willingness to stand up when people are treated unfairly,” Stilley said. “I welcome Michelle Walker as our new Commissioner of Human Rights and look forward to working with her to strengthen the Commission’s role as a resource and advocate for every person who calls Rockland County home.”
Cleary said the commissioner plays an important role in ensuring residents are treated fairly and their concerns are heard.
“Rockland County is strongest when every resident knows they will be treated fairly, their rights will be protected, and their concerns will be heard,” Cleary said. “I welcome Michelle Walker and look forward to working with her as she serves the people of Rockland County.”
