County Executive Ed Day has announced the appointment of Patrick A. Frawley as the new Commissioner of the Rockland County Department of Social Services.
Frawley comes to the position after serving for six years as Chief Assistant District Attorney in the Rockland County District Attorney’s Office, where he supervised a team of more than 90 assistant district attorneys, investigators, and support staff. During his tenure, he helped strengthen office operations, improve collaboration with law enforcement and community agencies, and oversee major prosecutorial functions.
“Patrick Frawley has dedicated his career to serving the people of Rockland County, and I am confident that his deep understanding of our community, extensive legal expertise, and proven leadership experience make him exceptionally qualified to lead the Department of Social Services,” County Executive Ed Day said in announcing the appointment.
Prior to joining the District Attorney’s Office, Frawley spent six years in private legal practice. He also served as a Detective, Community Police Officer, and School Resource Officer with the Orangetown Police Department.
Over the years, Frawley has received several honors for his public service, including Citizen of the Year recognition from former Congressman Mike Lawler and the Distinguished Service Award from the Rockland County Legislature.
Frawley’s appointment was unanimously confirmed by the Rockland County Legislature on June 16. He will officially assume the role on June 30, 2026, with an annual salary of $224,680. He succeeds retiring Commissioner Joan Silvestri, who has led the department since 2017.
