Rockland County District Attorney Announces Seizure of 1.2 Pounds of Fentanyl; West Haverstraw Man Arrested

Rockland County District Attorney Thomas E. Walsh II announced that investigators with the Rockland County District Attorney’s Office Narcotics Task Force, working together with U.S. Postal Inspectors, arrested Yamil Caraballo, 35, of the Village of West Haverstraw, on March 5, 2026, following the seizure of approximately 1.2 pounds of fentanyl.

According to authorities, Caraballo is charged with possessing half a kilogram of fentanyl and is suspected of receiving packages containing large quantities of fentanyl powder through the U.S. Mail since December 2025.

“Postal inspectors relentlessly remove prohibited items and illegal narcotics, like fentanyl, from the U.S. Mail to protect both our employees and the public,” said Ketty Larco-Ward, Inspector in Charge of the U.S. Postal Inspection Service’s New York Division. “In addition, our partnerships with local, state, and federal law enforcement partners, such as the Rockland County DA’s Office Drug Task Force, help keep dangerous narcotics out of our communities.”

District Attorney Walsh praised the coordinated effort among agencies. “Justice is teamwork,” Walsh said. “I want to thank the U.S. Postal Inspection Service for their partnership as well as our district attorneys and Narcotics Task Force supporting agencies, including Homeland Security Investigations and the Suffern, Ramapo, and Haverstraw Police Departments. Together, this collaborative work helped remove 1.2 pounds of fentanyl from Rockland County and led to the arrest of this individual. Lives were protected, and our community is safer today because of the coordinated work of our law enforcement partners.”

Caraballo was charged in Rockland County District Court with Criminal Possession of a Controlled Substance in the First Degree (Penal Law 220.21), an A-1 felony, which carries a potential prison sentence of 8 to 20 years in state prison.

The investigation involved the U.S. Postal Inspection Service’s New York Division Contraband Interdiction and Investigations Task Force, which includes officers from the NYPD Criminal Enterprise Investigations Section and U.S. Customs and Border Protection.

Authorities say the mission of the U.S. Postal Inspection Service includes intercepting illegal narcotics in the mail, investigating those responsible, and disrupting domestic and international drug trafficking organizations.
