Since the launch of the Higher Education Recruitment & Retention Opportunities (H.E.R.R.O.) program in 2023, County Executive Ed Day and Fire & Emergency Services Director Chris Kear have awarded and reimbursed over $237,000 in college tuition to 124 dedicated volunteer first responders in Rockland County.
The H.E.R.R.O. program was introduced by Rockland County as a strategic effort to both recruit and retain volunteer firefighters and emergency medical personnel. “This initiative is our way of showing appreciation to the selfless individuals who serve our community,” said County Executive Ed Day.
Fire & Emergency Services Director Chris Kear emphasized the importance of such programs, stating, “These opportunities are critical for helping fire departments and ambulance corps attract and retain volunteers. By supporting our first responders, we’re not only strengthening these essential services, but also reducing costs for taxpayers.”
With local EMS agencies responding to over 40,000 calls annually and fire departments handling over 10,000 calls per year, volunteer recruitment and retention have become increasingly challenging. The County of Rockland developed the H.E.R.R.O. program both to incentivize residents to volunteer and to show gratitude to those already serving.
