Orange & Rockland Utilities Expands EV Charging Infrastructure in Pomona with Largest Single-Site Installation

Orange and Rockland Utilities, Inc. (O&R) has taken a significant step in advancing electric vehicle (EV) infrastructure in the Hudson Valley, announcing the largest single-site EV charging project in its service territory.

In collaboration with Powerup EV Solutions, a top provider of EV charging solutions for commercial properties, O&R has successfully installed and energized 120 Level 2 light-duty chargers at The Gardens at Palisades condominium complex in Pomona, NY.

The project was made possible through O&R’s PowerReady Electric Vehicle Charging Infrastructure Program, which provides incentives covering up to 100 percent of the electric infrastructure costs for installing Level 2 or direct-current fast chargers (DCFC) for EVs.

Brendan Gallagher, O&R’s E-Mobility clean energy manager, emphasized the program’s impact, stating, “The PowerReady program has allowed O&R to support the widespread implementation of EV charging infrastructure throughout our entire service area. We are proud to accommodate the charging needs of existing EV owners at The Gardens at Palisades and to provide motivation to prospective EV buyers who reside at the complex.”

Powerup EV Solutions founder and CEO Jake Berdugo highlighted the collaboration’s success, saying, “This project serves as a powerful demonstration of the critical importance of EV charging infrastructure in advancing sustainable transportation. The request to install EV chargers at The Gardens at Palisades rapidly transformed into a successful reality thanks to our collaborative efforts with O&R’s E-Mobility team, who has consistently demonstrated leadership in green energy and sustainability.”

New York State launched the PowerReady initiative in 2020, making it the nation’s largest light-duty EV charging infrastructure program. With a budget of up to $585 million, the initiative aims to support approximately 25,000 charging plugs at diverse locations, including apartment buildings, retail centers, workplaces, public fast-charging hubs, and street curbs.

O&R introduced its PowerReady program in the summer of 2020 with an initial $43 million investment to install about 1,546 charging stations across its service territory. In March 2024, O&R became the first utility in New York to reach 100 percent of its Level 2 charger installation target.

Following the installation at The Gardens at Palisades, O&R projects that the remaining 754 contracted Level 2 chargers will be fully energized by 2027. These chargers, spanning 32 projects across Orange and Rockland counties, include 13 installations in disadvantaged communities.

O&R’s commitment to expanding EV infrastructure aligns with broader sustainability goals, ensuring accessible and efficient charging solutions for current and future EV owners in the region.
