Orange & Rockland Utilities Announces New Energy Discount Program For Moderate-Income Households

Orange and Rockland Utilities has announced the launch of a new state-approved program aimed at helping moderate-income residents better manage their energy bills.

Approved by the New York State Public Service Commission, the Enhanced Energy Affordability Program (EEAP) is a two-year pilot that began in early 2026, offering monthly discounts on electric and natural gas bills.

The program is specifically geared toward households that do not receive public assistance such as SNAP, HEAP, Medicaid, or Section 8. Instead, eligibility is based on income, focusing on residents whose earnings fall below the state median but who may not qualify for traditional government aid.

Eligible customers will receive automatic bill credits, with savings varying based on household size, income level, and energy usage.

Orange & Rockland officials are encouraging community members and local leaders to help spread awareness so qualifying residents can take advantage of the available savings.
