Orange & Rockland (O&R) has officially energized a state-of-the-art addition to its Lovett electric substation in Stony Point, marking a significant milestone in its efforts to bolster electric transmission infrastructure. This $58 million investment is set to provide more reliable and resilient electric service for approximately 50,000 customers across Rockland County.
The project, which introduces a new 345 kV (kilovolt) section to the existing 138 kV Lovett substation, is located at the former O&R Lovett Generating Station property at Elm Avenue and Spring Street in Tomkins Cove. The upgrade integrates advanced gas-insulated substation (GIS) technology, known for its compact design and reduced maintenance requirements.
Both the new and existing substations connect to the electric transmission system via overhead transmission lines, enhancing overall reliability for the surrounding community.

Local leaders praised the initiative for its benefits to the community. “We commend Orange & Rockland on the opening of the new, climate-resilient Lovett substation, which will provide our community with clean, secure, and reliable energy,” said Stony Point Town Supervisor Jim Monaghan. “This substation will improve service reliability for residents and businesses throughout Stony Point and Rockland County. Additionally, it brings an important tax benefit to Stony Point, the North Rockland School District, and Rockland County.”
