NYS Police Investigating Fatal Incident on NYS Thruway and Palisades Parkway

New York State Police are investigating a fatal incident that occurred in the early morning hours of Friday, August 15, 2025.

At approximately 1:10 a.m., Troopers from SP Haverstraw responded to a report of a disabled vehicle near Exit 6 on the southbound Palisades Interstate Parkway in Clarkstown. Upon arrival, Troopers discovered a 2007 Honda Civic with significant damage to its front passenger side bumper, hood, and windshield.

The driver, identified as Jossue L. Rodas Pena, 24, of Sparkill, told investigators that while traveling northbound on the New York State Thruway (I-87), he struck an unknown object before continuing onto the Palisades Parkway, where his vehicle became disabled.

During the investigation, Troopers located the body of a deceased male beneath a guiderail on the right shoulder of I-87 northbound. Spring Hill EMS responded to the scene but were unable to render lifesaving measures.

Rodas Pena was transported to Nyack Hospital for evaluation and later interviewed at SP Haverstraw. The Troop F Bureau of Criminal Investigation (BCI) and Collision Reconstruction Unit (CRU) also responded to assist with the investigation.

The identity of the victim is being withheld pending notification of next of kin. Chevra Kadisha services were not required in this tragic case.

No charges have been filed at this time, and the investigation remains ongoing. Authorities are asking anyone with information or who may have witnessed the collision to contact NYSP Middletown at 845-344-5300.
