New York State Police assigned to SP Tarrytown announced the arrest of two men following a traffic stop on the northbound lanes of the New York State Thruway (I-87) in Clarkstown. Authorities say that shortly after 6:00 p.m. on April 8, 2026, troopers stopped a 2025 Chevrolet Malibu for a vehicle and traffic law violation.
During the stop, troopers identified the driver as Damien J. Devone, 43, of Brooklyn, and the passenger as Harry N. Olds Jr., 36, of Albany. An investigation revealed that Devone’s driver’s license had been revoked. Further investigation led to the discovery of approximately 71 grams of cocaine and 5.7 grams of heroin inside the vehicle. Both individuals denied ownership of the narcotics.
Devone was charged with multiple felony counts, including criminal possession of a controlled substance in the third degree with intent to sell, including a charge reflecting a prior conviction, as well as additional third- and fourth-degree possession charges. He also faces vehicle and traffic law violations.
Olds Jr. was charged with multiple felony counts, including two counts of criminal possession of a controlled substance in the third degree with intent to sell, along with additional third- and fourth-degree possession charges.
Both suspects were arraigned in Clarkstown Town Court on April 9. Devone was remanded to the Rockland County Jail and is scheduled to return to Clarkstown Justice Court on April 13. Olds Jr. was released on his own recognizance and is due back in court on May 4.
