Very sad and tragic.
Was the apartment legal with a certificate of occupancy?
Why exactly does it matter to you?
I grew up close to that house and none of the homes in that neighborhood had apartments within,. or were two family dwellings.
The deceased is a longtime friend. This is unbelievably sad and tragic.
