Democratic State Senate candidate Joe Rand’s campaign announced a strong July campaign finance filing, pointing to continued grassroots momentum in the race for New York’s 38th Senate District.
According to the campaign, the latest filing follows several recent milestones, including Rand’s victory on the Working Families Party ballot line and a petition drive in which he submitted 6,414 signatures—more than double the 2,803 signatures filed by incumbent State Senator Bill Weber.
Campaign officials said the July filing shows Rand received 64% more individual donors, 62% more in-district donors, raised over 260% more money from residents living within the district, generated 11% more public matching funds during the first matching funds period, and entered the general election with more cash on hand.
The campaign also highlighted local fundraising, reporting that Rand raised $35,434 from residents of the 38th Senate District, compared to $9,840 raised by Weber, while receiving contributions from 107 in-district donors, compared with 66 for the incumbent.
Campaign officials said the figures reflect growing community support and grassroots engagement throughout Rockland County.
The campaign also pointed to its petition drive as another sign of organizational strength, saying the effort involved hundreds of volunteers and thousands of conversations with voters across the district.
Deputy Majority Leader and Democratic Senate Campaign Committee Chair Michael Gianaris praised Rand’s campaign, saying the filing demonstrates he is building “the kind of campaign that wins” and is in a strong position heading into November.
Rand said the campaign’s success has been driven by local residents.
“This campaign has always been powered by the people of Rockland County—not corporate interests or political insiders,” Rand said. “Every contribution, every volunteer, every petition signature, and every conversation brings us one step closer to victory this November.”
Rand, who currently serves as Mayor of Nyack, is challenging Republican State Senator Bill Weber in the November election for the 38th Senate District.

Rockland County, July 21 – Senator Bill Weber (R-38) announced today that for the third consecutive filing deadline, he has outraised his Democratic opponent – with Weber taking in $254,000 in total so far since his 2024 election win compared to his opponents’ $154,000. Weber will also receive the full $375,000 in matching funds from the state, putting him in a commanding position to win re-election this November.
Senator Weber’s strong financial edge is also notable because, when calculating both candidate, party, and independent groups, Weber had been outspent 5-to-1 ($2.2M to $456k) by Democrats in 2022 and 2-to-1 ($932k to $518k) in 2024, and still won both races in his Rockland County district. Weber won the seat in 2022 by 3,200 votes and was re-elected in 2024 by a 9,500-vote margin.
Despite Democrats needing only one additional seat to secure a Senate supermajority, the DLCC apparently does not view the 38th Senate District as a seat they will be able to flip. That is a significant vote of no confidence in those seeking to unseat Senator Weber.
