Governor Kathy Hochul has announced the second round of funding through the Mid-Hudson Momentum Fund, awarding over $60 million to ten transformative projects across the region. The investments—targeting Orange, Rockland, Sullivan, Ulster, and Westchester counties—are expected to generate over $627 million in total public-private investment and unlock more than 8,000 housing units, including over 2,000 affordable units. Projects include new mixed-use housing developments and critical upgrades to water and sewer infrastructure.
Among the awardees is the Town of Ramapo, which will receive $10 million for major infrastructure improvements. The funds will support the installation of approximately two miles of new sewer lines and a new water main to serve underserved northeastern areas of the town. These upgrades, part of a $20 million project, are projected to unlock 1,196 new housing units—including 296 affordable units—by removing development barriers caused by outdated or insufficient infrastructure.
Empire State Development President, CEO, and Commissioner Hope Knight praised the initiative, stating, “These ten projects represent the forward-thinking approach New York is taking to address both our immediate housing needs and the infrastructure challenges that have long constrained development. Under Governor Hochul’s leadership, we’re investing in the foundational systems that will support sustainable growth and economic opportunity throughout the Mid-Hudson region for decades to come.”
Town of Ramapo Supervisor Michael Specht, speaking to Monsey Scoop, called the funding a “game-changer” for the community. “This $10 million investment is exactly what we’ve been fighting for,” Specht said. “For too long, critical infrastructure needs have blocked our ability to build. Thanks to Governor Hochul and our representatives in Albany, we’re finally unlocking real opportunity for growth—especially for families in need of affordable housing.”
