CLARKSTOWN: Utica Man Caught With Loaded Gun and Drugs During Traffic Stop on NYS Thruway

On May 6, 2025, a routine traffic stop by State Police in Haverstraw Troop T on Interstate 87 northbound in the Town of Clarkstown resulted in the arrest of a motorcyclist found with a loaded handgun and suspected narcotics.

The stop occurred near mile marker 22.8, in the area of Exit 14, after a Trooper observed two motorcycles violating traffic laws by following too closely and failing to signal a lane change. One of the motorcycle operators, identified as 30-year-old Stephen D. Flynn of Utica, NY, was riding a 2016 Harley-Davidson without a valid motorcycle license or permit.

During the impound of Flynn’s motorcycle, Troopers discovered a loaded Glock 43 9mm pistol in a bag attached to the handlebars. The weapon had one round chambered and two fully loaded magazines. Flynn did not possess a New York State pistol permit.

Flynn was taken into custody without incident. A search revealed a red metal snorting device containing a small quantity of suspected cocaine. He was transported to the State Police barracks in Tarrytown for processing.

Flynn was charged with criminal possession of a firearm, a class E felony, and criminal possession of a controlled substance in the seventh degree, a class A misdemeanor. He was also issued several traffic violations, including following too closely, unlicensed operation, operating a vehicle without an inspection, and failure to signal a lane change.

He was arraigned in Ramapo Town Court and remanded to the Rockland County Jail on $25,000 cash bail, $50,000 bond, or $75,000 partially secured bond. Flynn is scheduled to appear in Clarkstown Court on May 7, 2025, at 1:30 p.m. The investigation remains ongoing.
