CLARKSTOWN: Town Board Launches High-Tech Road Paving Management System To Improve Infrastructure Across 288-Mile Network

The Town of Clarkstown has taken a major step toward modernizing its infrastructure, with the Town Board approving a new partnership with the Pavement Management Group (PMG), a nationally recognized firm specializing in roadway analysis and long-term pavement planning.

Under this initiative, Clarkstown will implement a comprehensive paving management system designed to extend the lifespan of its roads, prioritize repairs, and ensure smarter, more cost-effective use of taxpayer dollars.

As part of the rollout, PMG will begin by conducting a full assessment of the town’s 288-mile road network, integrating its advanced software with Clarkstown’s existing Geographic Information System (GIS) data. This process will enhance data accuracy and create a reliable, up-to-date foundation for future paving projects.

Following this phase, PMG will deploy high-definition, on-site video capture technology to document roadway conditions in real time. The system utilizes automated distress detection software to evaluate road quality using a standardized grading scale, producing highly detailed visual records. This approach is expected to reduce the need for repetitive field inspections while improving consistency and accuracy in roadway assessments.

Officials say the new system represents a shift toward a more modern, data-driven approach to infrastructure management, allowing the town to proactively address roadway conditions and better allocate funding where it is needed most.

Clarkstown Supervisor George Hoehmann praised the initiative, stating, “This partnership represents a significant step forward in modernizing infrastructure management and ensuring safer, more reliable roads for residents. The Town of Clarkstown will always look for new efficient ways to manage our roads and maintain more resilient infrastructure.”

Howard Mills of PMG added, “Pavement Management Group is proud to partner with the Town of Clarkstown in developing a pavement management program that will maximize the investment of the taxpayers and improve the Town’s roadway network. Our process is transparent, objective, and will enable Clarkstown’s leaders to better communicate their roadway infrastructure plans to their residents.”

Town officials say the partnership marks a significant milestone in their ongoing efforts to improve public services and maintain high-quality infrastructure throughout Clarkstown.
