90% of School Bus Stop-Arm Violators in Rockland County Never Receive a Second Ticket

Rockland County’s School Bus Safety Program saw a 30.5% decrease in citations issued from the start to the end of the 2024-25 school year. Additionally, year-over-year reductions are down approximately 23%, with 90% of violators never receiving a second violation; (See recent violations here) all indicating the program is dramatically improving driver compliance, keeping children safe as they travel to and from school.

“This program is doing exactly what it was designed to do — save children’s lives by changing behavior,” said Rockland County Executive Ed Day. “When 90% of violators never receive a second ticket, that tells us drivers are getting the message. Passing a stopped school bus is not just illegal — it puts our children at serious risk. These results show that enforcement, education, and accountability work.”

The program has also seen a dramatic reduction in cases dismissed. In 2024, roughly 900 citations were disposed of prior to or at a hearing without a fine. In 2025, that number dropped sharply to roughly 100 – only .49% of citations.

“Public safety and due process go hand in hand,” said Rockland County Attorney Thomas Humbach. “Every alleged violation captured through this program is carefully reviewed by the Rockland County Sheriff’s Office before a notice is ever issued. The minimal number of second offenses and the year over year reduction in violations demonstrates that this is a fair, accurate, and legally sound program—one that holds dangerous drivers accountable while ensuring the integrity of the process. Most importantly, it is helping to keep our children safe.”

Clarkstown Central School District Superintendent of Schools Marc Baiocco, Ed. D. said, “At CCSD, student health and safety are top priorities. The school bus is an extension of our buildings, and we must do everything possible to protect our children – in and out of the classroom. Our partnership with Rockland County, Bus Patrol and local law enforcement has been a huge step forward in keeping our students safe.”

Drivers caught illegally passing activated stop-arms on school buses will then be issued the following penalties by mail:

1st Violation $250
2nd Violation $275
3rd Violation $300
(within 18-month period)

Drivers who receive a liability notice can view the violation and/or pay the citation online at www.alertbus.com. You can also pay by phone or direct questions to BusPatrol at 1-877-504-7080.

“The steady decline in violations and the high rate of first-time offenders who never repeat the behavior prove that this program is making our roads safer for students, families, and entire communities across Rockland County,” said Day.

  1. Let me just make it clear that the bus divers pull out their yellow lights, I continue slowly, and then while their driving, they put out their stop signs! Can’t you at least let me finish passing the bus?? It’s reckless, and throws me off, I get all flustered if I’m supposed to stop smack in the middle or end of the bus, isn’t that considered like I passed? So I pass, and I get a nasty citation! Bus drivers are reckless!!! It’s their responsibility to make sure no drivers are in middle of passing!!!!!!

    • I am a bus driver. I try to make sure all is clear before I open my red lights. I honk ,motion drivers to stop. When the drivers are on the phone nothing helps and by the time they realize ,they were already caught by the camera.

    • If they are still moving when the red lights come on the ticket can be voided. There are many laws governing school buses stopping for passengers. Many times those laws are not followed by drivers and it can lead to violations dismissal.

  3. Problem is, that MANY times, the bus driver, either doesn’t turn on his yellow lights at all, or turns them on too late, for cars to stop,prior to his turning on his red lights, & boom, there comes a ticket.
    Best, before paying the fine, review the videos in link sent witb the ticket, & if this is the case, you can get it dismissed.

  4. I have gotten a ticket from a rachmestrivka Monsey Bus who stopped on shoulder without yellow lights to drop a hitcher
    I called the cheder and they said yeah it’s easy to fight I should just fight it
    No it’s not easy to fight, and drivers most be more careful
    No one to talk to I just paid
    But for the Jewish bus companies your a מוסר ממון ישראל ביד גוים

  5. A close relative of mine who has driven for around 60 years received what I believe was the first ticket she ever received due to these cameras. She is a very careful driver. The ticket was issued on Route 59 near Spook Rock. The school bus was a mini school bus in the opposing lane, and she was in the right-hand lane, with an SUV in the turning lane that was in between her lane & the lane the bus was in. We saw the video and the school bus was essentially not visible to her, but it wasn’t worth fighting the ticket. She was understandably quite upset about it. I later found out that someone else received a very similar ticket. I fully agree that reckless drivers should be ticketed and children deserve to be safe, but some of these tickets are just unfair and the buses need to stop somewhere that there aren’t lanes where other cars can obscure the lights. Also, it is impossible to know if a bus driver who has orange lights flashing will change to red lights after one second or after 30 seconds, which makes it very hard to know when to stop (sometimes a bus driver is waiting for someone in which case it can be several minutes on orange lights). It would be great if the system could be tweaked to make it more clear when red lights will come on and to ensure that buses don’t stop (and drivers aren’t ticketed) where their red lights can be obscured.
